In the digital age, due to characteristics such as the personalized nature of algorithmic recommendations, the diverse nature of content disseminated, and the covert and complex nature of harmful content, various forms of harmful information frequently skirt the line and quietly infiltrate the lives of minors, poisoning their minds. Current regulations place heavy emphasis on controlling content at the source, while overlooking the multidimensional, underlying causes of minors' exposure to harmful information. Therefore, by conducting in-depth analyses-through methods such as questionnaire surveys and case studies-of the current state and root causes of harm caused by harmful short-video content to minors, we can establish a source-based governance approach that combines restrictions with guidance. Rather than simply "building high walls," we must foster multi-stakeholder collaboration to safeguard the healthy growth of minors.
